The decisions on the awarding of the “City of Sarajevo Plaque” to Lejla Njemčević, Edina Selesković, Mladen Solomun, Lana Pudar and Faruk Šabanović and the “Sarajevo Snowflake” award to Luna Jusufović and the group whose members represent the Bosnia and Herzegovina team at the 63rd International Mathematical Olympiad (IMO) were adopted at the 20th session of the City Council.

At the 20th session of the Sarajevo City Council, which was presided over by Jasmin Ademović, the chairman of the City Council, the city councilors paid tribute to the members of the Military Police of the Army of the RBiH and the MOI(MUP) of the RBiH who were killed on this day in 1993, during the action “Trebević 2” and to the murdered police officers Adis Šehović and Davor Vujinović, who was killed four years ago in Alipašino Polje, while performing their regular tasks, by reciting the Fatiha and observing a minute of silence.

The session began, after the previously adopted agenda, with the decision to appoint the Committee for the awarding of the “Sixth April Sarajevo Award” in 2023, which consists of members of the Committee for Selection and Appointment of the Sarajevo City Council and prominent public officials – prof. PhD Jasmina Selimović, prof. PhD Hadžan Konjo, assistant professor PhD Šahim Kahrimanović, Mirsada Murtić, PhD, Mirza Pašić and Edin Deljkić. With the adoption of this Decision, conditions were created for the constitution and work of the Committee for awarding the “Sixth April Sarajevo Award” in 2023.

After the chairman of the City Council, Jasmin Ademović, acting as a city councilor, had submitted proposals for awarding the “Plaque of the City of Sarajevo” to Lejla Njemčević, Edina Selesković and Mladen Solomun, the Committee for Selection and Appointment adopted the proposed decisions and sent them to the City Council for consideration. Thus, the City Council, at today’s session, adopted conclusions on the awarding of the “City of Sarajevo Plaque” to Lejla Njemčević, the best cyclist in Bosnia and Herzegovina who writes the history of Bosnia and Herzegovina in golden letters of sports, Edina Selesković, an interdisciplinary artist with an impressive international exhibition experience, and Mladen Solomun (DJ Solomun), a world-renowned artist – musician and producer.

The award winners will be promoted, and the Mayor and the chairman of the City Council will present them with charters or diplomas at the ceremony.

The Decision to give consent for the establishment of the regional Network of Project Teams was also adopted during the session. In this way, the City of Sarajevo will formalize cooperation between nine cities in six countries of the Western Balkans and, for the first time, will be the coordinator of the regional network of project teams. The network is not only going to be used to increase the capacity of cities to attract funds and use available funds, but also for networking and knowledge transfer and to prepare towns for proposing projects based on needs and finding solutions for specific challenges.

The city councilors also adopted the Decision to revoke the Decision on giving consent to the mayor of the City of Sarajevo to join the procedure of purchasing (repurchasing) a steam locomotive for the needs of the Bistrica station. Namely, as a result of the expressed dissatisfaction of the citizens of Zavidovići, with which the public is familiar through the media, the Mayor of the City of Sarajevo understood the commitment, wishes, and needs of the citizens of Zavidovići to preserve the locomotive as part of the heritage of the city, and proposed that the decision to purchase a steam locomotive for the needs of the Bistrica station, adopted at the 16th session, will be revoked, which the City Council supported.

Through the report, the city councilors were informed about the implementation of the Decision on the use of the coat of arms, name, and display of the flag of the City of Sarajevo, with the fact that the Committee for Local Business and Tourism, which considered the report in the preparation of the session, in its opinion requested certain additional information and the news, in the content as submitted, it was not adopted.

With its earlier Decision on erecting a monument to the Bosnian king Tvrtko I Kotromanić, the city council defined the location for erecting this monument in the park between the Presidency building and the Sarajevo Canton Government by Elaborate on possible sites for erecting the memorial, that is, with the previous positive Opinion of the Municipality of Centar and the Planning Institute of Sarajevo Canton. However, the Committee for the Preservation of National Monuments gave a negative opinion on the submitted conceptual solution for the proposed location, referring to the Decision on the Declaration of the Historic Urban Landscape.

In this regard, at today’s meeting, the city councilors considered the Draft Decision on the amendment of the Decision on the erection of the monument to the Bosnian king Tvrtko I Kotromanić, in which a new location was proposed that is not included in the Decision above of the Committee for the Preservation of National Monuments. The proposed site is located next to a replica of the medieval stećak at Marijin Dvor, which represents the historical period of the Middle Ages, as well as the period of the reign of the Bosnian king Tvrtko. The Draft determined in this way, by the conclusion of the City Council, was sent to a public hearing.

Afterward, the City Council also considered the Draft Decision on erecting the Memorial Plaque to Marko Didoji – Markan.

After the mayor’s opening speech, a discussion was held in which the city councilors made specific proposals about the Draft Program for erecting monuments and artistic sculptures of importance to the City of Sarajevo, for which the City of Sarajevo is an investor in 2023.

Both considered drafts were submitted for public hearing.

Conclusions that will also be submitted for a public hearing and refer to the drafts of the Work Program of the City Council of the City of Sarajevo for the year 2023 and the Program of International Cooperation of the City of Sarajevo for the year 2023 were also adopted.

The information on the cooperation and relations of the authorities of the City of Sarajevo with religious communities and churches and the Information on the co-financing of the association’s work for supporting children with developmental disabilities and disabled persons were received.

At the end of the session, several counselor questions and initiatives were addressed. Thus, city councilor Adi Škaljić took the initiative to improve the left bank of the Miljacka river bed, between the Otoka settlement and the Otoka stadium/Istiqlal mosque.

City councilor Vedad Deljković also submitted an initiative for the City of Sarajevo to allocate funds to purchase a book collection for equipping the library and reading room of the Mechanical Technical High School.

The Deputy Chairman of the City Council, Mirela Džehverović, launched an initiative to establish an open library – “take it and leave it” in the area of the city of Sarajevo, but with a construction that, compared to before, will be such that it can be used in all weather conditions.

City councilor Seid Škaljić, among others, submitted an initiative to the Ministry of Health of Sarajevo Canton to return the treatment of children up to the age of 18 to the jurisdiction of the School Department of the Health Center. He explained the initiative as the need to show the particular sensitivity of the community for young people, bearing in mind the conditions in family medicine clinics, where children are now treated from the age of 14.

Meeting of the leadership of the City of Sarajevo with the newly appointed head of the OSCE mission in Bosnia and Herzegovina and Ambassador Briana Aggeler

The Mayor of the City of Sarajevo, Benjamin Karić, and the Chairman of the City Council, Jasmin Ademović, met today in the City Hall with the delegation of the OSCE Mission led by the newly appointed head of the OSCE Mission in Bosnia and Herzegovina, Ambassador Brian Aggeler.

They congratulated the new ambassador on assuming his mandate and wished him success in his work, and expressed their expectation that the City of Sarajevo will continue the successful cooperation with the OSCE Mission in Bosnia and Herzegovina in the future. They also recalled the last example of cooperation during the adoption the Draft Code of Ethics for elected and appointed Sarajevo officials, which is currently in the stage of public discussion.

The guests from the OSCE were presented with the projects of the City of Sarajevo, and the importance of improving the transparency of the work of the City Council was particularly emphasized. They were informed that, after a long time, the sessions of the City Council are broadcast live, as well as the fact that all acts related to the work of the City Council and working bodies are publicly available on the official website of the City Council. The communication and coordination of the City of Sarajevo with the local self-government units in Bosnia and Herzegovina, but also with the cities of Europe and the world, within the framework of international cooperation, has been improved. Ambassador Aggeler is also familiar with the need of the City of Sarajevo for support in adopting regulatory plans to enhance the transparency of the entire procedure.

Chairman Ademović informed the guests about the concept and actions of the “Troika” at the city and cantonal level, which resulted in even more excellent support from citizens in the just-held elections, and the vision to spread this concept to other cantons, to the federal and state levels of government.

In accordance with the discussions on the results of the General Elections, Chairman Ademović expressed dissatisfaction with the imposed decisions of High Representative Christian Schmidt in terms of amendments to the Election Law of Bosnia and Herzegovina and modifications to the Constitution of the Federation of Bosnia and Herzegovina. He expressed his assessment that this method, to impose changes to the election procedure on election night, is an unprecedented attempt to retroactively apply the law because the elections are announced according to one legislation, and the results are implemented according to another, which does not correspond to democratic practice and the principles of the rule of law. At the same time, he criticized the essence of the imposed changes, pointing out that they only deepen and promote the existing ethnic divisions in the Federation of Bosnia and Herzegovina while they are approved in the RS entity. He emphasized that such solutions could only further slow down Bosnia and Herzegovina on the way to mandatory Euro-Atlantic integration, especially since they were brought under pressure and open interference of the neighboring country in internal political relations in BiH. In the end, the chairman of the City Council, Jasmin Ademović, expressed the hope that such changes will be challenged before the relevant courts or that the decisions will be revoked by the high representative.

The meeting was attended by a delegation consisting of Ms. Samra Ramić, Acting Head of the Office in Sarajevo, Mr. Mathieu Lemoine, Head of the Office for Policy Planning of the OSCE Mission in Bosnia and Herzegovina, and Ivan Lupis, Head of the Office for the Human Dimension.

THE CITY OF SARAJEVO ANNOUNCED NEW YEAR’S EVE WITH THE PERFORMANCE OF THE “DUBIOZA COLLECTIVE” GROUP – DEPUTY PRESIDENT MIRELA DŽEHVEROVIĆ INVITED THE CITIZENS AND GUESTS TO THE CITY OF SARAJEVO

At the press conference, which was held today in the City Hall, the concert of the band “Dubioza kolektiv” was announced, with which the citizens and guests of Sarajevo will welcome the New Year 2023.

The representatives of the institutions participating in the organization of the event: Prime Minister of the Sarajevo Canton Government Edin Forto, Mayor Benjamina Karić, Deputy Chairman of the City Council Mirela Džehverović, Director of the Sarajevo Canton Tourist board Kenan Magoda and Maja Arslanagić-Kalajdžić, professor at the Faculty of Economics in Sarajevo all addressed the present representatives of the public information media.

With an invitation to fellow citizens and guests to join the public celebration of the New Year in Sarajevo, the deputy chairman of the City Council, Mirela Džehverović, emphasized the commitment of the City of Sarajevo to return the public celebration of the New Year to the streets of Sarajevo after the pandemic, which took its toll on every aspect of society and reminded of the multiple benefits of the organization of this event: economic, cultural and social.

She added the efforts of the City of Sarajevo to always offer the best and thereby position Sarajevo as a cultural center not only of the Western Balkans but also beyond. She wished the guests to bring back good stories and memories from Sarajevo.

She introduced the performers with the words: “The Dubioza kolektiv is an example of a work ethic that is worthy of respect and proof that our creative industry can find its place on the contemporary international stage if it acts bravely, decisively, persistently, freely and inspiringly.”

She ended her speech by inviting her fellow citizens and guests to spend the “craziest night” in Sarajevo, adding: “The New Year is a new beginning, and there’s no better way to start it than with our domestic brand that is recognized all over the world – “Dubioza kolektiv.”

ADMINISTRATIVE BUILDING OF SPO OFFICIALLY REGISTERED AS PROPERTY OF THE CITY OF SARAJEVO 1/1

The process which was started and submitted at the first session of the City Council of the City of Sarajevo in the current mandate, held in May 2021, by the initiative of the Chairman of the City Council Jasmin Ademović and his deputies Mirela Džehverović and Dragan Stevanović was completed with the registration of the ownership rights of the City of Sarajevo over the SPO building.

The City Council relied on the exclusive legal and statutory jurisdiction to manage and dispose of the property of the City of Sarajevo and to take care of it with the attention as a good host, in the best interest of the City, and decided to define the property and place the entire administration of the City of Sarajevo in its own building.

In the process of formalizing ownership, the City of Sarajevo’s Attorney’s Office and the Mayor of the City of Sarajevo, the Institute for Construction of the Canton of Sarajevo, as well as the Government and the Assembly of the Canton of Sarajevo, gave their total contribution, without whose support and decisions the process could not have been completed.

This created the conditions for the final accommodation of the entire administration of the City of Sarajevo in one location in its building, but also for regulating relations with the authorities of the Federation of Bosnia and Herzegovina, who also use part of the building and which they have used for years together with the rules of the City of Sarajevo.

It should be recalled that the reason for this initiative and all the activities that followed was that most of the administration of the City of Sarajevo, after the expiration of the mandate of the City Council and the mayor from the previous convocation, was moved to another dilapidated building in the shortest possible time and that thus freed space in the SPO building, under suspicious circumstances, was given to the authorities of the Federation of Bosnia and Herzegovina, which was definitely against the interests of the City of Sarajevo.

At the last City Council session, again on the initiative of the City Council Chairman, Jasmin Ademović, the City Council also adopted the conclusion to proceed with the complete reconstruction of this building, which should now bear the name – “Administrative Building of the City of Sarajevo.”

Therefore, the City Council, together with other bodies of the City of Sarajevo, managed to acquire, or return, property – a representative property in a central city location of 2113m2, worth several tens of millions of convertible marks, in just over a year, to the City of Sarajevo and its citizens.

As soon as the City of Sarajevo takes over the management of the building, the competent service will order the installation of national flags as required by the Law on the Flag of Bosnia and Herzegovina. The legitimate and host attitude towards the property of the City and the flag of Bosnia and Herzegovina is the fundamental commitment of the leadership of the City Council of the City of Sarajevo.
