The City Council adopted the Amendments to the Budget of the City of Sarajevo for 2022
The Chairman of the City Council, Jasmin Ademović opened and chaired the 21st session of the City Council of the City of Sarajevo which was held in the City Hall today.
At the beginning of the session, during the consideration of the previous questions, Chairman Ademović informed the attendees that amendments were made to the Draft Statute of the City of Sarajevo, which is contained in the proposed agenda of today’s session. Considering that, by the City Council Rules of Procedure, amendments cannot be considered at the City Council session before the expiration of the 14 days after they have been submitted, the Committee for Statute and Acts, as the authorized proposer, requested that the consideration of the Draft Statute of the City of Sarajevo should be postponed until the Rules of Procedure is completed, which the City Council accepted. Thus, a review of the Draft Statute of the City of Sarajevo is expected at the next session of the City Council.
The Chairman of the City Council, Jasmin Ademović, informed the attendees that the City Council Committee for Monuments, as an authorized proposer, withdrew the Proposal for the Decision on the amendments to the Decision on the erection of a monument to the Bosnian King Tvrtko I Kotromanić, and that it was not included in the agenda of today’s session.
The work of the session, after the agenda had been adopted, began with the adoption of the Decision on the amendments to the Decision on the requirements and method of awarding the “6th April Award of the City of Sarajevo”, with the aim of more clearly regulating issues related to the nomination and selection of candidates.
In the continuation of the session, decisions were made on the dismissal, that is, the election, which changed the composition of certain working bodies of the City Council.
On the initiative of the city councilor Muamer Mekić and the proposal of the City Council Committee for Monuments, after a public debate, the Decision was adopted on the erection of the Memorial Plaque to Marko Didoji – Markan, which will be placed on the stone wall of the left bank of the Miljacka River, right next to the Emperor’s Bridge, on which Marko Didoije – Markan worked.
The City Council also adopted a decision to include the “Defense of Bosnia and Herzegovina – Igman” event in the Calendar of Marking Dates and Events Significant for the City of Sarajevo.
Furthermore, the Decision to consent to the Program of Activities for the Day of Commemoration of the Siege of Sarajevo 1992-1995 was adopted for 2023, as proposed and amended by the accepted amendments of the proponent. The program plans several suitable contents to mark one of the most challenging chapters in the history of Sarajevo with dignity.
A decision that prescribes that the City of Sarajevo will mark May 31st as the Day of Remembrance of the victims of crimes against humanity in Prijedor and its surroundings was also adopted.
The City Council also adopted the Decision to give consent to the Mayor of City of Sarajevo for signing the Memorandum of Understanding between the Auschwitz Institute for the Prevention of Genocide and Mass Atrocities (AIPG) and the City of Sarajevo, then the Decision on the adoption of the City of Sarajevo Plan for the Prevention and Reduction of Food Waste and Food Losses 2023-2026 and the decision on giving consent for the conclusion of the Agreement on the transfer of property rights. Furthermore, the Decision on amendments to the Decision on salaries and compensation in the bodies of the City of Sarajevo was also adopted.
The Report on the Realization of the Budget of the City of Sarajevo for 01.01.-30.09.2022 was considered and adopted. After a broad discussion, the amendments to the Budget of the City of Sarajevo for 2022 were adopted, as proposed and supplemented by the solutions from the accepted amendments. Many modifications were submitted by the City Councilors Club “Narod i Pravda,” (People and Justice) among them an amendment to allocate funds to support competitions within the Tennis Federation of Bosnia and Herzegovina in the Amendments of the Budget of the City of Sarajevo for 2022. The mayor also accepted the proposal of the city councilors club to rebalance funds to support the cultural and artistic society “Daire” and the cultural and artistic society “Saobraćajac.” The amendments of the city councilor Vedad Deljković were also accepted, which propose a rebalancing of the budget of the City of Sarajevo in the current year so that the City of Sarajevo participates in the co-financing of the Project of installing a skating rink in Trg Oslobodjenja- Alija Izetbegović Square, with significant funds, together with the Municipality of Stari Grad. The amendment of the city councilor Adi Škaljić was also accepted to increase the funds planned for the reconstruction, restoration, and color treatment of facades in the area of the city of Sarajevo by 20,000.00 BAM.
Note that the Budget of the City of Sarajevo for 2022 was adopted at the City Council of the City of Sarajevo session, held in December 2021, in the amount of 21,280,673.00 BAM.. Amendments of the Budget of the City of Sarajevo for 2022 were considered since a significant increase in revenue from the Unified Income Account of the FBiH was recorded, which was the reason for amendments of the Budget of the City of Sarajevo for 2022.
The Program of Cooperation with the Diaspora for 2023 and the Report on Cooperation and Relations of the City of Sarajevo with National Minorities were discussed and adopted.
After a detailed explanation by Mayor Karić, the Draft Budget of the City of Sarajevo for the year 2023 (from 22,258,353 BAM) and the Draft Decision on the realization of the Budget after the adoption of the conclusions of the City Council, sent to a public debate until December 11, 2022.
Subjects in the public debate are the municipalities that make up the City of Sarajevo, city councilors clubs and other subjects that express interest. Remarks, proposals, opinions, and suggestions presented in the discussions of the working bodies of the City Council and city councilors, at the session of the City Council of the City of Sarajevo, will be treated as a contribution to the public debate.
The City Council also got acknowledged with the Information on the activities undertaken for the implementation of the Rehabilitation Project, investment and ongoing maintenance, and systemic maintenance of the arranged riverbed of the Miljacka River and the arranged riverbeds of its tributaries in the area of the city of Sarajevo “Clean Miljacka River.” The Information on the implementation of the Protocol on business-technical cooperation between the City of Sarajevo and the Tourist Board of Sarajevo Canton and the Information on the activities of the City of Sarajevo in the field of collaboration with health institutions and family and child protection organizations were also acknowledged.
In the end, counselor questions were addressed, and initiatives were launched. Thus, the City Council unanimously supported the initiative of City Councilor Elvedin Korora to award 15,000 BAM to the national team of Bosnia and Herzegovina in sitting volleyball for success and winning a silver medal at the World Championship. It became an initiative of the City Council.
City councilor Željko Majstorović submitted an initiative for setting priorities for achieving the basic principles of Sustainable Development in the territory of the city of Sarajevo and beyond, based on the goals proposed in the National Plan for Adaptation to Climate Change.
The Chairman of the City Council, Jasmin Ademović, submitted an initiative for the City of Sarajevo, in cooperation with the city municipalities and the Canton of Sarajevo, to design a project that would equip centers for healthy aging with a daycare service for demented fellow citizens, form stationaries, which would significantly help families who take care of their demented members, and where they could stay for a few days if the person accompanying them has to travel.
The deputy chairman of the City Council, Mirela Džehverović, submitted an initiative for the City of Sarajevo, in cooperation with the Municipality of Novo Sarajevo, to be the bearer of the construction of a children’s theme park in the territory of the Municipality of Novo Sarajevo.
